Responsibilities

The Division of Human Resources & Organisation Development (HR&OD) is seeking a highly driven individual, preferably with a passion for the arts and arts education to join us as a Manager in manpower planning and talent acquisition.

Reporting to the Director & Chief Human Resources Officer (CHRO) and Senior Manager (Manpower Planning, & Talent Acquisition), the successful candidate will be a key member in the Manpower Planning and Talent Acquisition team in the Division.

The key roles of the successful candidate are to contribute to the talent acquisition strategies and manpower planning and develop annual recruitment plans to fill the staffing needs arising from new requirements and/or vacant positions in the College and/or the new University of the Arts Singapore, of which LASALLE is a founding member.

Key responsibilities include:

  • Work closely with Line Heads/ Faculties and Heads of Schools to understand their staffing needs, develop and recommend the appropriate recruitment strategy and recruitment channels to source for candidates, develop job descriptions, and follow up promptly on screening and shortlisting candidates for interview and selection.
  • Proactively identifying suitable recruitment channels to source for prospective candidates, including job boards and social media.
  • Conduct interviews together with the respective Line Heads.
  • Undertake salary negotiations in consultation with the Senior Manager and CHRO ( as required), prepare and make job offers, and coordinate the onboarding process.
  • Conduct background checks, ensure that job postings are non-discriminatory, and undertake recruitment and appointment processes that comply with the Human Resources Policies and Procedures of the respective institution(s) and relevant statutory legislations and regulations.
  • Provide support in manpower planning and budgeting, and track headcount in collaboration with respective Line Heads to meet the College’s and the University’s current and future manpower needs and requirements.
  • Proactively contribute to create, manage and update the College’s information for employer branding, including job postings, career websites, social media platforms, and collaborate with the relevant communications teams to align employer branding efforts with overall corporate branding strategies.
Qualifications
  • Bachelor’s degree or relevant postgraduate qualifications from an established university in Human Resources, and/or Business or a relevant professional HR qualification. IHRP Certification preferred.
  • At least 12 years or equivalent relevant experience in talent acquisition or recruitment, preferably with at least 5 years of experience in a supervisory or managerial role in an established organisation.
  • Strong understanding of recruitment processes and strategies and statutory legislations
  • Experience working with recruitment management tools, and familiarity with social media platforms.
  • Proven experience in manpower planning and employer branding initiatives.
  • Strong analytical skills and proficiency with data analytical tools.
  • Positive work attitude, good interpersonal skills and able to work well collaboratively at all levels and in a team.
  • Meticulous, organised and able to work multitask and work under tight deadlines with accuracy.
  • Effective and strong written and spoken communication skills.
  • Excellent negotiation and interpersonal skills.
  • Strong organisational and project management skills.
  • Maintain strict confidentiality especially in regards to sensitive information/personal data.
  • Ability to build strong relationships with stakeholders and have strong interpersonal skills.
  • Knowledge of employment laws and regulations related to recruitment and selection.
  • Service-oriented and ability to function in a multicultural and diverse staff and student population.

Proficient in Microsoft 365 and Google Workspace. A strong technical background would be ideal.
