Contract Human Resources Administrator
Responsibilities

Recruitment 

  • Scheduling of interviews, maintenance of job postings 
  • Ensure all Job Descriptions for Singapore and Hong Kong are maintained and up to date in shared drive 

 

On-Boarding 

  • Draft internal notifications for Singapore and Hong Kong; creation and maintenance of p-files, ensuring all documentation are completed/collected from the new hire in a timely fashion 
  • Work with external agencies on the parking of temporary staff/interns 
  • Initiate background reference checks with background screening provider and monitor progress 

 

Relocation and Global Mobility 

  • Initiate Employment Passes (EP)/Work Passes applications, renewals, relocation services with third party provider for the employees and dependents 
  • Handle cancellations on MOM’s EP Online  
  • Coordinate tax assistance when required with tax agent 
  • Assist with incoming and outgoing transfers and relocations for Singapore and Hong Kong 

 

Learning & Development 

  • Maintain record keeping of training courses undertaken 
  • Liaise with Finance when needed on incoming funding from government agencies 
  • Assist to coordinate in house training or group programs, where necessary 

 

HR Operations and HRIS 

  • Provide HR operational and administrative support for Singapore and Hong Kong 
  • Preparation of letters – transfer, extension of fixed term contracts, employment certification, correspondence to government organizations such as CPF Board, MOM, IRAS; and keep track of fixed term contracts – internships, contract renewals, secondments 
  • Tracking of probation and confirmation of employment, partnering with business on extension of probation period if necessary 
  • Liaise with the payroll vendor on monthly and adhoc payroll transactions, IRAS or CPF matters 

 

Reporting to Tokyo  

  • Maintain Human Resources Information System (HRIS) and ensure staff information are updated accurately in HR databases (including spreadsheets) and in a timely manner; provide updates for organization charts for Singapore and Hong Kong 
  • Report headcount movements, through monthly & weekly reporting 
  • Data scrub and updates on compensation, compensation updates, recruiting cost, severance fees, other payable awards/fees. 

 

 

 

HR Policies and Procedures 

  • Receive and check invoices relating to HR. If necessary, liaise with Finance team on costing, cross company recharging, clarification on costs and budgeting 
  • Manage Annual Fit and Proper checks for Singapore. If necessary, liaise with Compliance on any new flags. 

 

Adhoc reports to various internal departments 

  • Monthly and Quarterly Headcount reports, Biannual organizational chart structure  
  • Periodic completion of surveys and statutory reporting
