As part of the Tripartite Workgroup on Human Capital Capability Development (TWG-HC) recommendations announced on 24 September 2026, organisations with more than 200 employees will be required to have at least one suitable HR professional who is IHRP-CP certified or higher, or hold equivalent certifications from international HR professional bodies recognised by IHRP and meet any prescribed bridging requirements. This will take effect from 1 July 2028.
The recommendation builds on the 2020 NTUC-SNEF PME Taskforce recommendation and reflects the growing importance of strong HR capabilities as workplaces become more complex, diverse and technology-enabled.
