Industry Solutions & Engagement

The Industry Solutions & Engagement team oversees the end-to-end business operations for the national HR certification and multiple Human Capital (HC) projects on behalf of government agencies and statutory boards. These include projects aimed at establishing the current state of HC maturity in organisations and initiatives to strengthen the HR profession in Singapore through training and skills development.

Role(s) available:

You will support the Head of Industry Solutions & Engagement in ensuring that the certification products for IHRP meet the organisation’s desired business outcomes and are consistent with quality standards for certification bodies. Your role will primarily consist of:

Certifications & Insights

  • Working with Business Operational Teams for IHRP certification
  • Conducting Product enhancement & development for IHRP certification (e.g., new products, learning content, assessment policies and assessment systems)
  • Planning and leading in various projects by effectively engaging and managing stakeholders and providing technical expertise to ensure project delivery success
  • Designing and conducting research studies to gather thoughtful perspectives & insights on HR-related topics
  • Designing and executing pilot studies on new certification products and presenting the findings for stakeholders

Qualifications

Experience:

  • Bachelor’s in Business or Human Resource with a working understanding of current I-O methods and HR functional areas
  • 2 – 5 years of relevant experience in human resources / product development related to HR solutions
  • Knowledge of Psychometric measurement and/or Statistics as well as experience in using statistical software (e.g., SPSS) will be an added advantage
  • Familiarity with design and development of assessment questions, tools, and tests
  • Comfortable with data analytic and visualisation software
  • Self-directed and able to manage a project

You will report to Head of Certification & Standards and ensure that certification products and business operations for IHRP meet the organisation’s desired business outcomes and are consistent with quality standards for certification bodies.

The scope of your role will cover:

a) Support & Liaison for Certification Matters

  • Act as the day‐to‐day liaison for certification matters for candidates and internal stakeholders
  • Ensure smooth assessment process for candidates; handling the end‐to‐end business operations for certification
  • Routinely conduct video audit of assessment

b) Management of Database & Certification Systems

  • Maintain formal records of candidates and assessment outcomes on database
  • Gather and retrieve data from relevant systems
  • Generate certification‐related reports
  • Prepare and maintain dashboard on a weekly basis
  • Manage CRM & certification system operations, provide day‐to‐day support and troubleshoot issues

c) Customer Service

  • Act as a liaison between candidates and department to enhance the overall candidate experience
  • Uphold high customer service standards; ensure queries are answered in a timely
    manner and feedback are handled effectively

d) Admin Support

  • Work closely with the Certification & Standards team to provide general team
    administration assistance as required

Qualifications

Experience:

  • Minimum of 1 year of administration/business operations work experience
  • Motivated, diligent, and attention to details
  • Well-organised and able to multi-task
  • Able to work under pressure and in a fast-paced environment
  • Proficient in Microsoft Excel (vlookup, pivot table)

Professional Practices & Community

The Professional Practices and Community team champions the setting and upholding of the gold standards in HR by implementing the IHRP Professional Certification Framework and promoting public confidence in the standards of HR professionals certified under IHRP.

Roles available:

The following are the key areas in scope for the PPC team:

  • Certification, BoC and CoC – Develop and maintain frameworks for certification, recertification, Body of Competencies (BoC) and Code of Professional Conduct (CoC)
  • Continuing Professional Development (CPD) – Develop and maintain Continuing Professional Development (CPD) framework, HC playbooks/tools/platforms, content and programming to uplift
    HR capabilities
  • Community Engagement – Establish a close-knit community to reinforce a sense of belonging for the HR community and develop advocacy strategies to enhance HR’s standing in the industry
  • International Partnerships – Establish and maintain partnerships with international HR professional bodies (e.g. CIPD UK, AHRI Australia and SHRM US), enabling IHRP’s standing as
    an internationally recognised authority of HR
  • Content & Thought Leadership – Develop IHRP branded content and undertake/partner on research studies to develop HR thought leadership publications

Job Description
You will be responsible for supporting the Assistant Director of Professional Practices & Community with learning programmes and continuing professional development initiatives to drive capability development of the IHRP certified professionals.

a) Design, develop and manage the Continuing Professional Development (CPD) Learning & Development Programming to uplift the HR capabilities of the IHRP community

  • Establish partnerships with the HR ecosystem to curate content, programmes and activities toprovide programme breadth and depth to the IHRP community
  • Identify Community of Practice (CoP) Champions from IHRP-MP pool and CoP Programme leads to support the roll-out of CoP programmes
  • Lead quarterly CoP programme lead meetings and ensure coordination across the overall CPD programming calendar and resource cascade

b) Manage and maintain the IHRP Learning Management System (LMS), which is a platform that provides digital content and a forum for social learning

  • Liaise with and project manage the LMS vendor
  • Manage user administration, content upload and ensuring smooth user experience on the
    platform
  • Curate and design bite-sized learning modules to offer unique, exclusive content for the IHRP
    community
  • Monitor conversation buzzes and run analysis of the learning consumption patterns, platform
    access and community activities to draw insights to improve content and functionality

c) Manage the engagement of and rapport building with the IHRP community, to better understand their profiles, aspirations and CPD needs

  • Analyse the data from various resource points (e.g. IHRP Connect, CRM portal, community feedback forums, etc.) to understand the persona types, profiles, experience/skills levels and needs of our IHRP community
  • Monitor the CPD fulfilment and tracking of the certified professionals, and support PPC team on recertification value proposition and campaigns
  • Identify, build rapport, and liaise with IHRP certified professionals to identify volunteers for CoP taskforce and other volunteer activities

d) Develop and manage the IHRP-Involve volunteer programme, to offer meaningful opportunities for IHRP certified professionals to give back to the community

  • Create a set of guiding principles to guide the evaluation of volunteer project requests (i.e. prioritise demand and meet the best interests of our community)
  • Manage the volunteer programme and supply vs. demand matching
  • Define and track the learning objectives, business outcomes and success metrics for the project and overall programme
  • Manage budget, programme admin and programme finance requirements

e) Additional support for PPC key activities

  • Co-manage the query response on the IHRP community mailbox and monitor the chatter on IHRP Connect (IHRP’s mobile learning platform) to identify common themes and develop/update the FAQ document
  • Support the PPC team with managing a community of 2,200 and growing certified professionals by driving account creation and content curation/posting on IHRP’s mobile learning platform (IHRP-Connect)
  • Provide secretariat support Professional Practices Committee quarterly meetings and CoP Taskforce Meetings (if applicable)
  • Support the PPC team to conduct Code of Professional Conduct (CoC) investigations for the Discipline Committee (as applicable)

Qualifications

Experience:

  • Approximately 2-4 years of work experience in Learning & Development and HR
  • Prior experience with design, development and delivery of multi-modal learning & engagement programmes (preferred)
  • A relevant degree in human resources and certification in DACE and/or ACTA or ACLP is desirable

Strategic Planning and Partnership

The Strategic Planning and Partnership team facilitates IHRP strategic planning and Workforce Transformation and Human Capital capability building though partnership engagement.

Roles available:

IHRP is seeking expressions of interest to undertake professional services on a contract basis, for key project deliverables as follows:

  • Project management for the conceptualisation, planning and development of HR playbooks
  • Build Communities of Practice (CoP) to network and sustain the engagement of HR professionals in the Financial Services sector.
  • Research, curate and write sector-specific content for HR playbooks for validation by CoPs, Sector Agencies and Trade Associations and Chambers of Commerce (TACs).

Key Deliverables and Scope of Work

A) Project management for the conceptualisation, planning and development of HR playbooks

  • Identify business challenges for the relevant sector through engagements with Sector Agencies, TACs and industry players (minimum of 3 business themes)
  • Validate business challenges/ issues with IHRP Management & Committees, CoP Leader
  • Conceptualise the HR Playbooks to meet objectives and deliverables.
  • Planning of activities, milestones, budgets and resources, etc in coordination with other HR Playbooks as well as IHRP Content Strategy.
  • Test/trial the delivery of the sectoral HR playbook with CoP members e.g. user test for specified platforms/delivery modes
  • Regular review of sectoral HR playbook to ensure relevancy

B) Build Communities of Practice (CoP) to network and sustain the engagement of HR professionals in the Financial Services Sector.

  • Develop and implement engagement roadmap for the CoP i.e. work with SPP Department to consult stakeholders on agenda/scope for engagement with the CoP
  • Schedule, organise and facilitate the CoP engagement sessions (e.g. virtual meetings, webinars, physical group sessions with social distance measure in place etc)
  • Leverage IHRP platforms such as IHRP Connect mobile app to support and encourage CoP members’ interactions and feedback

The Community Manager is expected to plan and organise at least 4 engagement session with CoP Members over a 12-month period.

C) Research, curate, and write relevant content for HR playbooks for the sector CoP concerned

The community manager will need to work with a Panel of Practitioners and CoP members to:

  • Identify a set of defined business challenges faced by the sector (minimum of 3 business themes)
  • Curate and develop content structure based on the set of defined business challenges/ issues
  • Curate and develop relevant content such as “101” information / introduction, step-by step implementation guides, templates and use cases etc, that support the defined HR plays (i.e. as per HR playbook content structure)
  • Validate sectoral HR playbook content with CoP members (e.g. facilitate trial / get feedback on HR plays and resources recommended in the sectoral HR Playbook)

Requirements

  • Minimum 10 years of in-house HR experience at a Director or equivalent level or HR consulting experience (i.e. regional / international client projects would be an advantage)
  • Prior working and/or client experience in both SME and MNC environments in the Financial Services sector
  • Prior working experience in community engagement and business strategy-related roles

Other Requirements

  • Possess a wide network of HR and business community as well as key ecosystem players (e.g. business /trade associations) in the Financial Services sector
  • Confidence and ease in interacting with and managing multiple stakeholders e.g. senior HR and business leaders, representatives from business/trade associations and government agencies etc
  • Strong communication skills i.e. written fluency and impactful presentations; able to facilitate group discussions/conversations
  • Attention to detail and excellent organisational skills
  • Strong influencing and problem-solving skills; resourceful
  • Collaborative team player; able to build strong internal and external working relationships
  • Proactive and self-directed, able to work under pressure and meet deadlines
