The Digital and Technology team is responsible for supporting our Organization’s Technology requirements and Digital solutions implementation. We are hiring a Digital Business Analyst to join our IHRP Digital & Technology Team. You will work alongside with other team members and report directly to the Business Applications Manager for the technology projects. Your main responsibilities will include performing detailed requirement studies, documenting processes, and performing user acceptance tests. Human Resource & Administration

The Human Resource & Administration (HRA) team,that you will be part of, is responsible for supporting approximately 30 employees in the delivery of day-to-day HR and administrative functions ensuring they are run efficiently and effectively in support of the organisational goals and employee needs.

Available Role(s):

Reporting to the enior Deputy Chief Executive Officer and supervising the Human Resource & Administration Executive, you will be responsible for enabling human resources strategies, policies and programmes aligned to IHRP’s purpose and goals for approximately 40 employees.

Human Resource Management Responsibilities

a) Business Partnering
• Collaborate with the leadership team to strategise and implement the HR strategy to achieve IHRP goals and strategies.
• Advice the leadership team regarding best practices to maximise the employee experience through the employee lifecycle

b) Recruitment
• Develop and execute a Talent Acquisition strategy that includes attraction and engagement of talent.
• Manage end-to-end recruitment process with support from the HR team including publishing job advertisements, candidate pipelining up to issuing candidate offers.
• Provide great recruitment experience for our candidates and hiring managers by providing best in class service, guidance, and advice.

c) Onboarding and Offboarding
• Plan and implement onboarding programmes and activities that inculcate IHRP culture and set new hires up for success.
• Plan and implement offboarding programmes and activities for employees leaving the company to ensure great employee experience throughout the employee lifecycle.

d) Employee Development
• Conduct learning needs analysis with the department and functional heads to identify workplace learning and training programmes to support employee performance and development.
• Curate and develop a holistic yearly learning calendar based on the learning needs.
• Plan and organise external and in-house training programs and evaluate course feedback for areas of improvement.
• Forecast, manage and track training budget and expenditure, including cost savings and government subsidies.
• Actively track and monitor learning needs plan together with stakeholders to ensure plans are on track and fulfilled.

e) Compensation and Benefits
• Work with vendors to review salary and benefits to establish and maintain a competitive reward structure.
• Review and enhance existing reward and recognition programme when necessary.

f) Performance Management
• Manage the Annual Performance Review and Annual Salary Review & Promotion cycles.
• Work with departments to ensure timely submissions, including appropriate justifications for promotion recommendations.
• Coach and guide managers on managing performance issues, including performance coaching and Performance Improvement Plans.

g) Employee Engagement
• Analyse employee engagement survey results, and formulate engagement programmes and initiatives for implementation with clearly defined outcomes.
• Advise and collaborate with departments and employees to drive and implement engagement interventions.
• Identify and track engagement metrics to evaluate the effectiveness of engagement efforts.

Other Responsibilities

• Secretariat support to IHRP’s Board Meetings to ensure the smooth operation of Board Meetings and all Board-related matters.
• Ensure HR activities and reporting are compliant with required statutory and regulatory reporting, such as MOM and other government bodies.
• Oversee compliance with internal controls, identifying and mitigating potential gaps and risks, including audits, and managing reference and background checks and licensing.

• Ownership and oversight of up-to-date COPs, process flows, guidelines, and internal documentation, ensuring quality assurance and internal customer expectations are met.

Education/ Experience:

  • Degree preferably in HR or business-related areas or equivalent
  • Minimum 8 years of HR experience and 5 years of supervisory experience
  • IHRP Certification at CP or SP level.

Professional Practices & Community

The Professional Practices and Community team champions the setting and upholding of the gold standards in HR by implementing the IHRP Professional Certification Framework and promoting public confidence in the standards of HR professionals certified under IHRP.

The Professional Practices & Community (PP&C) team, which you will be a part of, defines the standards of professional ethics, mindsets and competencies in HR professionals at various levels and promotes progressive and inclusive practices that inspire public trust and confidence in the HR profession.

The following are the key areas in scope for the PP&C team:
BoC & HCDT – Develop and maintain frameworks for the Body of Competencies (BoC) and the Human Capital Diagnostic Tool (HCDT)

Continuing Professional Development (CPD) – Develop and maintain Continuing Professional Development (CPD) framework, Human Capital (HC) playbooks/tools/platforms, content and programming to uplift HR capabilities

You will support the Assistant Director, Professional Practices & Community (AD, PP&C) to develop and implement a professional L&D content management and deployment plan comprised of on-line learning and CPD initiatives to drive the capability development of the IHRP certified professionals in new and emerging practice areas.

a) Curation of Learning Content
• Research and support the development of the annual content strategy plan
• Conduct needs analysis, lead in the research and curation of relevant HR topics/themes and implement the content strategy
• Establish partnerships with learning content owners and curators to provide programming breadth and depth to the IHRP community
• Plan, develop and roll out bite-sized “101 HR Content topics” relevant to support HR practitioners and business leaders

b) Knowledge Resource Hubs
• Work closely with Strategic Content Partners to plan, launch and manage the various co-branded knowledge resource hubs on IHRP Connect, including guiding the assigned partner’s “Facilitators” to upload, manage and update content
• Propose and implement strategies and activities to drive click rates and consumption of learning content on knowledge resource hubs

c) Management of IHRP Connect
• Lead and maintain the IHRP LMS, which is a mobile-first platform (known as the IHRP Connect) that houses IHRP’s digital L&D content provides the user with a digital mobile friendly learning experience and a social chat function for peer-to-peer learning.
• Provide timely reports and analytics on the overall LMS feedback, conversation buzzes, learning consumption patterns, platform usage, reliability, and performance
• Monitor the chatter on IHRP Connect (IHRP’s mobile learning platform) to identify common themes and develop/update the FAQ document database
• Lead, supervise and ensure regular reviews and enhancements with LMS vendor and project manage the refresh of the LMS via the Request for Proposal (RfP) procurement process
• Manage user administration, resolve technical issues and ensuring high user satisfaction level on the platform

d) Engagement of IHRP Community
• Analyze the data from various resource points (e.g. IHRP Connect, CRM portal, community feedback forums, etc.) to understand the persona types, profiles, experience/skills levels and needs of our IHRP community
• Monitor the CPD fulfilment and tracking of the certified professionals through the various learning activities implemented
• Identify, build rapport, and liaise with IHRP certified professionals to identify volunteers for CoP taskforce and other volunteer activities
• Manage programmes/initiatives to provide effective platform for IHRP certified professionals to contribute back to the community (e.g. through volunteering as HR Mentors and HR Subject Matter Advisors)

e) PP&C special projects support
• Contribute to PP&C department cross-team special projects (e.g. leveraging IHRP Connect to create bite-sized learning content for IHRP Playbooks, Human Capital Diagnostic Tool, etc.)



• Minimum of 5 years of work experience in HR/ Management Consultant in talent/people development
• Human Resource generalist knowledge is desirable and with Project Management experience
• Prior experience with instructional design, development and delivery of multi-modal online learning & engagement programmes is preferred
• Familiarity and/or experience in managing the Learning Management System (LMS) is preferred
• Familiarity and/or experience with video-making/authoring tools, SCORM, API etc. is preferred

• A relevant degree/certification in human resources (e.g. IHRP Certification, DACE, ACTA/ALP, etc.) is desirable

c) Oversee the development and execution of strategies in Corporate Partner Acquisition efforts and fulfillment of Corporate Partner Benefits

Assessment & Knowledge

The Industry Solutions & Engagement team oversees the end-to-end business operations for the national HR certification and multiple Human Capital (HC) projects on behalf of government agencies and statutory boards. These include projects aimed at establishing the current state of HC maturity in organisations and initiatives to strengthen the HR profession in Singapore through training and skills development.

Available Role(s):

You will support the Head of Assessment & Knowledge in building up a portfolio of credentialing products, including digital badges, nano-degrees, skills passports, stackable credentials, and micro-credentials. These credentialing products will complement IHRP’s mainstay certification products. Your role will primarily consist of:

Pipeline and Partnerships 

  • Act as Product Lead for micro-credentials when engaging with training and learning ecosystem including Autonomous Universities, Polytechnics, private training providers and corporate academies. 
  • Support Functional Leads in project activities for product enhancement & development  for IHRP certification & credentialing products (e.g., new products, research projects,  learning content) 
  • Provide support in the daily project life cycle such as vendor management, invoice  management, project scheduling and IT applications implementation 
  • Take part in the planning of various projects by effectively engaging and managing  stakeholders and providing project management to ensure delivery success  

Product Design and Development 

  • Designing and launching credentialing products for HR professionals such as including digital badges, nano-degrees, skills passports, stackable credentials, and micro-credentials.
  • Work with internal departments to consolidate competency data, conduct skills / needs analysis and engage in data storytelling for the purpose of advancing upskilling and  recertification efforts for certified HR community

Tan Seng Chai is currently the Chief Corporate & People Officer of CapitaLand Group. As Group Chief Human Resource Officer, Mrs Tay oversees the formulation, review, and implementation of HR strategies and policies to support NHG’s vision and mission, which are aligned to the national agenda of MOH. She also works closely with different stakeholders, including other public healthcare clusters and the union.

Highly respected within the HR community in Singapore and beyond, Mrs. Tay has close to three decades of HR experience in industries spanning across electronics to healthcare. Peck Kem has the unique combination of experience from a quality engineer to manufacturing manager to VP Human resources in the private sector (Tandon, Western Digital, Hewlett Packard, Agilent Technologies & Avago Technologies), a Divisional Director of National HR Division in the Singapore Ministry of Manpower in the public sector, a Senior Director ODHR in GAIN, a not for profit organization based in Geneva to now a Chief HR Officer for the Singapore Public Service Division. Jolene leads an HR team that supports 18,000 employees across 25 countries and 4 continents, spearheading Prudential’s cultural and values transformation as it becomes a more inclusive, purpose-led, customer-focused, and digitally savvy organisation.

Dr Jaclyn Lee, PhD, IHRP-MP

Dr. Jaclyn Lee is currently the Chief Human Resources Officer for the Singapore University of Technology and Design (SUTD), where she is responsible for managing the Human Capital and Talent Strategy for the university. She also heads the HR Technology and Analytics Function and for the past 10 years has also worked closely with the President and senior leaders in managing the culture and organization development of the university. Jaclyn also holds an appointment as Senior Fellow with the SUTD Academy where she has trained hundreds of HR professionals in the area of data analytics and HR Digital transformation. For her contributions to public service, she was accorded the Public Administration Medal (Silver) in 2019 by the President of Singapore.

Prior to SUTD, she was the Senior Vice President, Group Human Resources, responsible for managing the full spectrum of human resources for CERTIS, a security services company. One of her key achievements there was successfully managing a very difficult wage re-structuring project that involved thousands of workers. Prior to this, she was the Regional HR Director and HR business expert for NEC Solutions Asia Pacific.

Jaclyn is currently sitting on the Professional Practices Committee of IHRP, and she is also the Co-COP leader for HR Analytics. She has spoken in more than 150 conferences locally and globally, and is an author of a book entitled, “Accelerating organization culture change”. She is the recipient of several awards including Outstanding Contribution to HR in 2017 and Best HR Leader, SHRI in 2008. She has Masters Degrees from both Rutgers and SMU and a PhD in Information Systems from Twente University in the Netherlands.

Gloria Chin, IHRP-MP

Gloria Chin has almost three decades of HR experience, both in the private and public sectors. She started her career with the Housing & Development Board and the Inland Revenue Authority of Singapore before moving to the healthcare industry where she headed the HR function for the National Healthcare Group (NHG) corporate office and thereafter started up a new healthcare cluster, Jurong Health Services (JHS) as its HR Director.

Gloria was HR Director of the National Environment Agency (NEA) from 2011 to 2019. Under her leadership, NEA won more than 40 international and national HR awards and recognition in diversity & inclusion, mature workforce, strategic HR, employee development, employee engagement, workplace health, fair employment and corporate social responsibility. NEA was named the Public Sector Employer of the Year in 2016 by the Human Resources Magazine (Singapore) and clinched the Stevie Gold Award for Employer of the Year (Non-Profit or Government Organisations) in New York in 2018.

Gloria believes in grooming the next generation of HR practitioners. Since 2015, Gloria has been mentoring NUS Arts and Social Sciences undergraduates who are keen in HR as a career. She is also a member of the Public Service Division’s HR Talent Development Committee since 2018. In December 2019, Gloria joined the Ministry of Health overseeing Corporate HR and Corporate Services.

Dr Fermin A. Diez, IHRP-MP, CCP, SPHR

Dr. Fermin Diez has 35 years of experience in human resources, including consulting, corporate, and academic roles in 40 countries.

As a corporate executive, he was Regional Head of HR for two large MNCs in Asia Pacific and in Latin America. Currently, he is Deputy CEO at the National Council for Social Service, where he looks after strategic people issues in this sector.

As a consultant, he has advised multinationals, local companies and public sector organizations at the Board and C-Suite levels. He also led the team that advised on the review of the pay program for the political appointees in Singapore.

Fermin has co-authored three books on HR: Human Capital and Global Business Strategy, Remuneration Handbook, and Fundamentals of HR Analytics. His articles have appeared in many international business and HR publications. His current area of research is the comparative effectiveness of various pay schemes. He serves as adjunct faculty at Singapore Management University and Nanyang Technological University.

He was previously on the Taylor’s Education Group Board as well as the Singapore Management University Business School Advisory Board, the Children's Cancer Foundation Board, and the Board of Directors of WorldatWork, the Board Of Jurong Health Group and the HR Committee of the National University Health System. He sits on the PSD HR Talent Development Committee (TDC). He is also on the Board and chairs the Assessment Committee of the Institute for Human Resource Professionals (IHRP), where he is also the Dean of HR Studies.

Derek Tan is a problem solver and system builder. An engineer by training, he has accumulated diverse HR experiences in troubleshooting business and organisational issues in both the private and public sectors.

Daisy Chan has 27 years of experience in Human Resource Management and People Development. She brings with her vast work experience that spanned across seven countries (Singapore, Australia, China, UK, Ireland, Vietnam and Malaysia).

Daisy is currently a freelancer for People & Culture Services, where she provides HR advisory and consultancy services. Chia Puay Kheng, IHRP-MP

After graduating from NUS with a Engineering Degree, she started her career in Texas Instruments Singapore (TI) as a Product Engineer, before taking on the role of Engineering Section Manager. Puay Kheng then took up the role of Compensation & Benefits Manager, where she oversaw the transition of employees from TI to Micron Semiconductor Asia (MSA). In 2007, Puay Kheng joined the IMFlash Singapore as its HR director. As a new start-up and a member of the site leadership team, she led the development of the HR policies, framework and processes for IMFlash Singapore.

Carmen Wee, IHRP-MP

Carmen Wee is a Global HR Leader with over 25 years of international business experience, driving large scale business transformation & change management within fast-growing companies with multiple, complex mergers and acquisitions. She provides overall vision, strategic and operational human resource leadership to the company.
Prior to AWS, Annella was the Global Chief People Officer of Coca-Cola’s Bottling Investments Group. She joined Coca-Cola from Cisco Systems where she was the Vice President of Human Resources for Asia Pacific, Japan and Greater China (APJC). In both roles, she provided HR leadership to the business, align the people strategy and drive the implementation of solutions to enable business performance. She spearheaded multiple business and HR transformations that supported the business growth objectives.
Prior to joining Cisco, Annella worked for Willis Towers Watson as the Global Head of Research & Innovation Development located within Global Research and Innovation Services. Before undertaking this role, Heytens roles in Watson Wyatt included: International Practice Leader based in San Francisco, California; Asia Pacific Director of Data Services based in Jakarta, Indonesia; Managing Consultant, Shared Services Center based in Manila, Philippines; and Managing Consultant in Beijing, PRC. Aileen Tan, Group Chief HR Officer, is responsible for Singtel Group's human resources development and leads its corporate sustainability function.
Aileen joined Singtel in June 2008 as Group Director, HR. Prior to that, she was Group General Manager, HR at WBL Corporation Limited and VP, Centres of Excellence with Abacus International Pte Ltd.
She co-chairs the Ministry of Manpower’s (MOM) HR Industry Transformation Advisory Panel and is a member of Ministry of Education's Institute for Adult Learning Council, Ministry of Finance's VITAL's Advisory Panel and MOM's Workplace Safety & Health Council. She is also a member of the Institute for Human Resource Professionals (IHRP) Board, Singapore University of Social Sciences Board of Trustees, Home Nursing Foundation Board and Health Science Authority Board.
Aileen graduated with a Bachelor of Arts from the National University of Singapore.
