Assessment & Insights

The Assessment & Insights (ASI) team, which you will be a part of, oversees the end-to-end business operations for the national HR certification and multiple Human Capital (HC) projects on behalf of government agencies and statutory boards. These include projects aimed at establishing the current state of HC maturity in organisations and initiatives to strengthen the HR profession in Singapore through training and skills development.

Manager for Assessment & Insights

Job Responsibilities include:

You will support the Head of Assessment & Insights in ensuring that product development and assessment processes for IHRP meet the organisation’s desired business outcomes and are consistent with quality standards for certification bodies. Your role will primarily consist of:

Product & Solution Management

  • Manage and coordinate product development projects which may include new certification products, HR solutions, assessment tools and content resources
  • Evaluate and resolve technical feasibility, design optimisation, production and implementation issues
  • Employ an Agile Framework approach to product and solution management
  • Manage project budgets / costs and work with IHRP management and departments for product pricing strategy
  • Conceptualise a portfolio approach that harnesses interrelated products within IHRP’s existing product portfolio for value generation
  • Undertake business and product research aimed at optimising IHRP’s portfolio of products and data (e.g., diagnostic tool data and question bank content)

Assessment & Diagnostics Management

  • Execute Assessment Strategy set out by Head of Assessment & Insights that covers testing, review, calibration and certification activities required by IHRP to maintain its mark of quality
  • Review diagnostic tools, capability building resources as part of IHRP’s efforts to maintain a robust and relevant Human Capital Maturity Diagnostic system
  • Implement new processes, resources and systems to enhance the readiness of companies undergoing the Human Capital Diagnostic Tool (HCDT)
  • Support the collection and analysis of various diagnostic data to validate and inform the quality of assessment.
  • Ensure robust controls are in place for the recording, storage, management and dissemination of confidential and sensitive diagnostic data
  • Facilitate regular reviews of policies and operational framework to ensure service quality and fairness for all companies
  • Recruit and manage a pool of full-time and ad-hoc IHRP Assessors who will be deployed as HCDT Diagnosticians and consultants
  • Serve as a liaison lead to coordinate resources across different pools of IHRP Assessors to support IHRP’s strategic role as the Voice of the HR Community in Singapore


Education and experience:

  • Have at least 5-7 years of experience developing talent assessments, HR consulting or as a HRBP
  • A relevant degree in human resources, psychology or business is desirable
  • Familiarity with design, development and delivery of assessment questions, tools and tests
  • Prior experience in a training institute, certification or professional body would be advantageous
  • Deep execution experience in managing a full project life cycle

  • Self-directed, attention to detail and ability to multi-task across concurrent projects
  • Passionate about making a difference in the HR Professional community in a fast-paced and dynamic environment
  • Strong problem solving and creative skills and the ability to exercise sound judgement and make decisions considering existing conditions and constraints
  • High level of integrity and dependability with a strong sense of urgency and results orientated.
  • Able to foster a positive and open team environment
