Assessment & Insights

The Assessment & Insights (ASI) team, which you will be a part of, oversees the end-to-end business operations for the national HR certification and multiple Human Capital (HC) projects on behalf of government agencies and statutory boards. These include projects aimed at establishing the current state of HC maturity in organisations and initiatives to strengthen the HR profession in Singapore through training and skills development.

Assistant Manager, Assessment & Insights

Job Responsibilities include:

You will support the Head of Assessment & Insights in ensuring that the administration of IHRP’s programmes support HR professionals’ development and deepening of HR skills and competencies. Your role will primarily consist of:

Awards & Grants Administration

  • Oversee SkillsFuture HR Study Award and related activities including processing of applications, letter of awards and claims submissions
  • Manage the scholarship budgets and database of recipients
  • Generate periodic reports for MOM and other coordinating agencies as required
  • Perform cyclical reviews of grant and award policies and processes

 Programme Evaluation

  • Work with internal and external stakeholders to maintain rigorous assessment and evaluation practices for SkillsFuture HR Study Award
  • Ensure relevancy of evaluation criteria and that assessment processes and documentation meets audit requirements
  • Conduct post programme evaluation survey and provide an analysis and report on the survey outcome

 Partnering and Advocacy

  • Work with internal stakeholders to incorporate and enhance value of various awards and grants in support of IHRP Certification and other IHRP programmes
  • Partner with agency stakeholders in the administration of the various schemes to ensure alignment with corporate and organisational policies
  • Support outreach programmes and initiatives for grants and study awards to HR professionals

Other duties

  • Work with other ASI teams to support certification and assessment activities during Study Award off-peak windows
  • Support ongoing committee work for Assessment & Insights Committee


Requirements:

Education and experience:

  • University degree required, ideally 2 to 3 years’ experience in managing scholarships, awards, bursaries or relatable experience. Demonstrated financial acumen and budget forecasting experience are preferred

Manager, Human Capital Diagnostics & Research

Job Responsibilities include:

You will support the Head of Assessment & Insights in administering and driving adoption for the national Human Capital Diagnostic Tool (HCDT). Your role will primarily consist of:

  • Human Capital Diagnostics: Conducting a robust diagnostic of a company’s Human Capital Maturity, identify gaps and recommend solutions for improvements
  • Programme Management: Managing end to end HCDT business operations, including assignment of HCDT Assessors, data collection of HC maturity scores, development and implementation of IT systems, tool enhancements or productivity projects
  • Training and Quality Assurance: Conducting HCDT training to ensure that HCDT Assessors are an effective advocate for progressive human capital practices and that necessary service quality standards are met
  • Industry Partnership. Working with sector agencies, industry bodies and associations to promote HCDT to companies, drive adoption of the tool and embark and sector wide projects
  • Human Capital Research and Community Building: Supporting the development of HC playbooks, using HCDT data to generate white papers and curating a Community of Practice (COP) for HCDT Assessors
  • Project budgeting and forecasting: Working with HoD and Finance team to manage and monitor project budget, revenue and spend


Requirements:

Education and experience:

  • Bachelor’s in Business, Human Resource or related disciplines
  • 2 – 6 years of HR experience with a solid understanding of HR functions and programmes
  • Generalist business acumen across functions and verticals; the ability to map strategy and activities to specific value levers
  • Working knowledge of local HC/HR ecosystem including industry partners and government bodies
  • Deep execution experience in managing a full project life cycle

The Marketing & Corporate Communications team, which you will be a part of, will spearhead the development of the marketing, brand experience and digital strategies to establish our market positioning, attract and engage HR professionals, and develop a strong close-knitted community.

Assistant Manager for Digital Marketing & Communications (DMC)

Job Responsibilities include:

You will be responsible in supporting the internal and external communications, marketing and engagement activities to increase awareness and buy-in of IHRP’s brand messages, programmes and initiatives. You will be required to conceptualise and implement campaigns and events to promote stakeholder engagement.

You will be supporting in both internal and external:

Marketing and communications

  • Execute action plans to attract stakeholders e.g. HR professionals, employers etc, to join the IHRP community
  • Keep abreast with the current and future trends of HR profession (local, regional and global level) to develop and engage professionals through marketing or communications activities
  • Coordination of communications and media activities
  • Development of internal and external communications, including artwork and content for e-marketing
  • Development and execution of campaigns, collaterals and engagement activities to help drive call-to-actions

Partnership

  • Management and update of database for strategic partnerships
  • Coordinate events and activities to promote continual learning and development amongst stakeholders
  • Source for partners and carry out negotiations for partnership activities
  • Collaborate with the respective teams to roll-out engagement activities to benefit organisation’s Continuing Professional Development services

Requirements:

Education:

Experience:

  • At least 0-3 years of experience in a professional services environment
  • Prior experience in marketing, engagement and communications preferred

Professional Practices

The Professional Practices (PP) team, which you will be a part of, will champion the setting and upholding of the gold standards in HR by implementing the IHRP Professional Certification Framework and promoting public confidence in the standards of HR professionals certified under IHRP.

Senior Manager of Professional Practices

Job Responsibilities include:

You will be responsible for supporting the Head of Professional Practices (PP) across various special projects such as competency standards refresh, recertification strategy and engagement campaign and thought leadership/research studies, as well as manage the course accreditation process.

You will be supporting in:

Special Projects

  • Lead the project scope and manage the consulting partner and stakeholders for the Body of Competencies and Skills Framework for HR refresh project
  • Research studies on HC trending topics (e.g. State of HR Maturity, HR Disruptions, Workforce Transformation, etc.)

 

HR Playbooks, Tools & Resources and IHRP-Volunteer Platform

  • Collaborate with other IHRP departments to contribute insights and complete assigned outputs for the development of sectoral HC playbooks
  • Facilitate and coordinate volunteers to curate, review and vet HR tools and resources that can be shared and leveraged by the IHRP and broader HR Community
  • Lead the development of the IHRP-Volunteer framework, policies and platform
  • Manage the IHRP-Volunteer programming and partnerships

 

Recertification Strategy & Action Plan

  • Develop recertification strategy, which will include value proposition definition, recertification pricing & benefit options, etc.
  • Lead cross-functional taskforce to guide and endorse the recertification framework and outputs
  • Manage recertification campaigns to encourage recertification rate of 70%
  • Build relationships with targeted IHRP-community segments to encourage recertification interest

 

Course accreditation

  • Maintain/update HR course accreditation policies, procedures and standards
  • Engage with training providers to pursue IHRP course accreditation (i.e. engage with training providers interested in course accreditation and review the course materials submitted to ensure alignment to BoC sub-competencies)
  • Meet course accreditation metrics such as number of training providers accredited, number of courses accredited and percentage of BoC and Skills Badge coverage

 

Additional support for key activities

  • Provide support for key projects such as partnership with international professional HR bodies, preparation for the signature Think Tank event, C-Suite Dialogue sessions, and joint thought leadership research studies (as applicable)
  • Provide support to the Discipline Committee for the Code of Professional Conduct (CoC) investigations (as applicable)


Requirements:

Experience:

  • Approximately 7-10 years of experience in HR-related roles (e.g. HR Consulting or internal HR), with a sound understanding of HR issues and challenges
  • A strong project-manager, service-orientated and systematic thinker with the ability to manage diverse external and internal stakeholders

  • High level of integrity and dependability with a strong sense of urgency and results-orientation
  • A good presenter, able to present with confidence and poise to senior level audience
  • Self-directed, attention to detail and ability to multi-task across concurrent projects
